Dear sir,
I am constrained to draw your attention to news items published in vernacular dailies and hue and cry of the elite public in social media portals opposing the praposal of the Collector,East Godavari District for resumption of Ac20-00 cents of land under the possession of Potti Sree Ramulu Telugu University Nannaya Pranganam for housing purpose in File No:ALN/139/2019 SA(E2)dated 17-02-2020 o/o collector, E.G.Dist. Kakinada .
2..It is neccessary to mention that the Potti SreeRamulu Telugu University, Telugu Vignana Peetham established in Ac45.00 cents in sy.No.386 of Dowleswaram village in the year 1985.Subsquently Ac25-00cents resumed for construction of hostels during 1993.Now the University campus is running in Ac20.00cents.There are five(5) campuses ofTelugu University in Telangana and Andhrapradesh.
3..Now the District Collector,East Godavari praposal for resumption of entire land of Telugu University Nannaya Pranganam for housing purpose. The very praposal is against/oppose to the public policy and clear instructions of Government in G.O.Ms.No.510 Revenue(Lands-1) Department, Dated30-12-2019.The hasty action without applying the mind to section 75 of the A.P. Reorganisation Act(Central Act6 of 2014).In the GO supra the collectors are instructed that not to prapose any lands belogs to Educational Institutions for house site purposes.
4..It appears that the district collector is not aware of the status of the Potti SreeRamulu Telugu University founding place at item number 59 of Xth schedule of Central Act 6 of 2014.The University with five(5)campuses located in 2+3places in both the States of Telangana and Andhrapradesh respectivly.It is envisaged in the Act that two States have to agreed upon for bifurcation of the university,if no agreement is reached with in the specified period a notification from central Government is needed for bifurcation of the University and its Campuses. As on today the University bifurcation is not yet Complete for want of a Statutory notification from central Government.
5..Viewed from any angle the proposal of the Collector,East Godavari is against/oppose to the instructions contained in G.O.Ms.No.510 dates 30-12-2019 and section 75 of the A.P. Re organization Act.2014
I therefore request you to initiate necessry measures to stall the proposal of the District Collector in File No.ALN/139/2019-SA(E2 ) dt .17-02-2020.collectorate,E.G.Dt. Kakinada in public interest ,rule of Law and uphold the public policy.
